Well, there you have it. The Dickinson/Bay Area branch of the NAACP has the explanation for why black students are disproportionally sent to the juvenile justice system: Texas is just unfair (“Schools’ discipline for minorities unfair,” Daily News, March. 7).
By citing the suspension rates for schools, you could also look at incarceration rates by race. That also has been challenged. Depending on what groups you get your information from, Texas is unfair in that area as well. Is it really bias, racial injustice, lack of programs or after-school funding that is causing this disproportionate suspension rate?
