From the archives of The Daily News for March 8:

In 1914, at a special meeting, Galveston commissioners approved the city’s annual budget of about $557,000 and a tax rate of $1.73 per $100 of assessed value. Commissioners were unable to add the $50,000 needed to construct a modern incinerator to the budget but they did start a fund for the project, saying it could take several years to pool the money needed.
